NACOR Launches Free National Animal Cruelty Offender Registry

NACOR.org gives shelters, rescues and the public free access to searchable animal cruelty offender information across the United States.

STAMFORD, CT, UNITED STATES, August 11, 2026 /EINPresswire.com/ — Only three states currently maintain registries of convicted animal abusers, leaving most shelters, rescues and animal welfare organizations across the United States without a centralized resource to help identify individuals with known animal cruelty convictions.

The National Animal Cruelty Offender Registry (NACOR) was created to help close that information gap.

NACOR.org is a free, searchable resource compiling publicly available information about individuals convicted of animal cruelty offenses, organized state by state. The registry is designed to assist shelters, rescues, animal welfare organizations and members of the public who want to conduct additional due diligence before placing an animal into a new home.

There is no cost, membership or sign-up required. Visitors can simply go to NACOR.org and search an individual’s name to review available offender information.

Animal shelters and rescues are already operating under extraordinary pressure. Organizations across the country continue to face overcrowding, limited resources and a growing number of animals needing safe placement. At the same time, most states do not maintain an easily accessible animal cruelty offender registry.

NACOR provides an additional screening resource that can be used alongside an organization’s existing adoption policies and procedures. By making information easier to locate, NACOR aims to help those responsible for animal placement make more informed decisions before an animal leaves their care.

The registry is being developed on a state-by-state basis using publicly available information. NACOR also identifies where state-level animal cruelty registry resources currently exist and highlights the significant gaps that remain across the country.

The broader mission is prevention. Greater access to information can help animal welfare organizations identify potential concerns earlier and strengthen the safeguards already used during adoption and placement.
